The Origins of the PrePass Safety Alliance

The roots of the PrePass Safety Alliance trace back to the late 1980s when it was known as HELP Inc. This visionary initiative emerged as a result of collaborative endeavors between state transportation directors and leaders from trucking companies. Their shared ambition was to revolutionize road safety and efficiency for motor carriers by leveraging technology to weigh trucks at highway speeds and empower compliant vehicles to seamlessly bypass weigh stations.

In 1991, the initial research effort was launched, named the Crescent Project to represent the shape of the west coast geographic “crescent” from British Columbia to Texas. After the participants pooled their transportation research funds to conduct the proof of concept, they collectively secured a grant from the Federal Highway Administration to test different technologies for creating productivity and efficiencies that would benefit motor carriers as well as enforcement and compliance agencies.

The PrePass System

At the heart of the PrePass Safety Alliance’s efforts is the PrePass system, a cutting-edge technology that leverages transponders, data management, and communication networks. This system allows participating trucks to bypass certain weigh stations and inspection sites, enabling compliant vehicles to continue their journey without unnecessary stops.

Key Features and Benefits

The PrePass system offers several key features and benefits.

Weigh Station Bypass
The core function of PrePass is to provide participating trucks with the ability to bypass weigh stations and inspection sites. This reduces congestion, minimizes delays, and enhances overall efficiency.

Safety Screening
PrePass performs safety screenings by analyzing real-time data from participating trucks, including electronic logging device (ELD) data, safety records, and compliance information. This helps identify vehicles that meet safety requirements and can proceed without inspection.

Data Integration
The system seamlessly integrates with carriers’ existing technologies, such as ELDs and fleet management systems, ensuring a smooth and efficient flow of information.

Environmental Benefits
By minimizing unnecessary stops and idling, PrePass contributes to reduced fuel consumption and emissions, aligning with environmental sustainability goals.

Collaboration and Partnerships

The success of the PrePass Safety Alliance is built upon strong collaboration with various stakeholders.

Government Agencies
The Alliance collaborates with state agencies and transportation departments to implement the PrePass system at inspection sites across the United States.

Law Enforcement
The involvement of law enforcement ensures that participating trucks adhere to safety regulations and compliance standards.

Trucking Industry
Carriers and drivers who choose to participate benefit from improved efficiency and reduced operational costs.

Promoting Safety and Efficiency
